Andrew Fabila and Paige Harkings, both 24, were arrested on Tuesday in Wise County, Texas when police made the gruesome discovery while responding to a domestic disturbance at their home. 

Authorities found four malnourished children, all under 5-years-old, in a barn near the house. 

Two of them were locked in a filthy wire dog cage and the other two were partially clothed, smeared in urine and feces, outside the cage.

One child was laying on a blanket, and one was laying on a little toddler bed. All of them were filthy, covered in fecal and appeared to be in a state of neglect.

Police said the couple lived in a building resembling a metal shop with living quarters fashioned at one end of it. Their neighbors told authorities that they did not even know there were children living on the property.

Wise County Chief Deputy Craig Johnson told NBCDFW. "Locking a child at any time in a dog crate is unacceptable. When you find them in the state they were found today, covered in fecal material, no food readily available to them, didn’t appear to be cared for, it’s just completely unacceptable."

Johnson said food was kept just out of reach of the children in a refrigerator that had three straps on it to lock it. 

The children were taken into the custody of Child Protective Services to be evaluated. Harkings and Fabila were booked at the Wise County Jail. Both were charged with four counts of child endangerment. Harkings was also charged with assault.
