The Executive Position (Plh) of the Regional Secretary (Sekda) of Riau Province will be carried out by Ahmad Syah Harrofie. Even though he is currently the Acting Acting Secretary (Pj) of the Regional Secretary.

The Head of the Riau Regional Personnel Agency (BKD) Ikhwan Ridwan said that the Acting Position was a form of anticipation if the President of the Republic of Indonesia through the Ministry of the Interior (MoHA) had not issued who filled the highest position in the ASN.
"If it does not come out until the 14th tomorrow, Pak Ahmad Syah is in Plh," he said, Wednesday, November 13, 2019.

Ridwan explained that the assignment of PLH was guided by Law Number 30 of 2014 concerning Government Administration.

Where Plh is appointed by a government official above it if there are officials who cannot carry out their duties at least 7 (seven) working days to continue to ensure the smooth implementation of the tasks.

Unfortunately, the PLh position is not given the authority to make strategic decisions and / or actions that have an impact on changes in legal status on aspects of the organization, staffing, and budget allocation.

This decision is in accordance with the letter of the Head of the State Personnel Agency Number K.26-30 / V.20-3 / 99 of 2016 concerning the authority of daily executors and implementing tasks in the aspect of staffing.
