Amazing! BPKAD Pekanbaru Call 4 OPD Not To Pay Off 2018 Debt to Third Parties

News24xx.com - Four regional apparatus organizations (OPD) have not paid off 2018 debt (postponement) to third parties. The four OPDs are the Public Housing and Settlement Areas (Dinas Perkim), the Public Works and Spatial Planning Office (PUPR), the Education Office (Disdik), and the Health Office (DHO).

This was revealed by the Head of the Treasury Division of the Regional Wealth and Asset Management Agency (BPKAD) Basri, Friday (11/15/2019).

"We have not realized about IDR 70 billion in postponement funds in 2018. Because, the demand for four OPDs has not yet come in," he said.

Delay funds that must be repaid a number of OPD Pekanbaru City Government reached IDR164 billion. Of this amount, around 50 percent has been disbursed.

"Soon, we will close the budget. We ask OPD who have not yet disbursed the postponement fund so that they immediately request disbursement," Basri suggested.

As previously reported, the Amended Regional Budget and Amendment (APBD-P) 2019 can already be used by Pekanbaru City Government Organization (OPD). In fact, this APBD-P has been passed by the Pekanbaru DPRD since September 1.
 
"We have been allowed to use the APBD-P," said Pekanbaru City Secretary M Noer, Friday (01/10/2019).

But technically, the use of the APBD-P depends on each OPD. Because, OPD needs to draw up a Work Plan and Budget (RKA).

"Regarding the postponement of payment (debt to third parties) last year, we are paying this year. The payment is through the APBD-P," said M. Noer.

As is known, the Draft Regional Regulation (Ranperda) of Pekanbaru City has been ratified as a Regional Regulation in the last plenary meeting of DPRD members for the 2014-2019 period. The Regional Budget (APBD-P) of the Pekanbaru City Government is set at IDR 2,720,408,264,245.

Pekanbaru Mayor Firdaus after the plenary meeting on Monday (2/9/2019) in the morning, expressed his gratitude and appreciation to Pekanbaru DPRD members who endorsed the 2019 APBD. For the 2019 APBD Amendment, it was explained that the budgets that were included from central government such as School Operational Assistance (BOS).

"Previously, BOS funds were distributed directly to schools. This year, BOS funds were channeled through the Pekanbaru City Government Budget," said Firdaus.

With the stipulation of the APBD-P amounting to IDR 2.7 trillion, this was due to funds that "hitched in through" such as BOS funds. Because actually, the City Government of Pekanbaru experienced budget decifit in the APBD-P this year.

The Pekanbaru City Government proposed a 2019 Amendment to the Revised Regional Budget (APBD-P) of IDR 2.6 trillion. This budget will be used to pay last year's debt, public street lighting (PJU) electricity bills, and incentives for RT and RW heads.
 
In the APBD-P, Pekanbaru City Government rationalized to settle last year's debts that were delayed paid. The amount of this delay is around IDR 160 billion.

"In essence, the rationalization that we are doing is delaying work this year. We focus on paying for work that was done last year," Firdaus explained.
