News24xx.com - The Siak Regency Election Supervisory Agency (Bawaslu) has written a letter to the Siak Regent Drs H Alfedri Msi regarding the existence of policy limits that can be done, if the leader of the Eastern Sun Palace nominates again for the upcoming 2020 elections.

This is in accordance with the mandate of Republic of Indonesia Law Number 10 of 2016, concerning the Second Amendment to Law Number 1 of 2015 concerning the Establishment of Government Regulations in lieu of Law Number 1 of 2014 concerning the Election of Governors, Regents and Mayors to become Laws.

According to the Chairman of Bawaslu Siak Moh Royani, limits on the policies taken by incumbent candidates have also been stated and regulated in Law 10 of 2016 in Article 71.

"Some rules that limit the policy of active officials who run for re-running in the elections contained in Article 71 Paragraph 2 of Law number 10 of 2016, which confirms that incumbent candidates are prohibited from changing officials 6 months before the date of the nomination of the candidate pair, until the end of the term of office, except written approval from the minister, "Royani explained to Riau1.com, Saturday 7 December 2019.

Not only that, Article 3 of the Law also appears to be affirmed, regional heads and deputy regional heads are prohibited from using the authority of programs and activities that benefit or harm one of the candidate pairs, both in the area of ??self and other regions within 6 months before the date of the pairing candidates up to the nominees' pairing.

"For sanctions against incumbents listed in article 5, if violated, incumbents can be subject to sanctions for cancellation as candidates by the KPU," he explained.

He continued to explain, in PKPU 15 of 2019 concerning the stages of the program and the simultaneous local election schedule for 2020, the determination of Regional Head Candidates and Deputy Regional Heads will be carried out on July 8, 2020.

"We see that in PKPU 15 of 2019, the provisions of the Law will take effect January 8, 2020 or 6 months before the determination of the Candidate for Regent and Deputy Regent of Rohul," he said.

As a preventive measure, Royani admitted that Bawaslu Siak had written to the Regent of Alfedri, regarding the regulation, on January 8, 2020, the regent was no longer allowed to carry out mutations, rotations and appoint officials, except for the permission of the Minister of Home Affairs.

Then, the regent is also prohibited from making official programs that benefit him, such as using facilities such as government work programs or activities where these activities have the potential to campaign for incumbent candidates or invite people to vote for him in the elections.

"Starting on January 8, 2020, we will also conduct surveillance to ensure there are no violations if later incumbent candidates are determined to be candidates. If there are findings, then we will recommend the KPU to disqualify incumbent candidates, "he stressed.
