Moscow Mayor Sergei Sobyanin has announced the first stage of easing restrictions imposed due to coronavirus.

“We managed to avoid the worst-case scenarios for a pandemic. The number of detected cases of infection has begun to decline, ”Sobyanin said.

From May 25, car sharing will partially resume. From the decree on the mayor’s website, it follows that from this time the car can be rented for at least five days subject to a number of conditions. The client must have a digital pass to move around the city, and it will be possible to transfer the car to a new client only after mandatory disinfection of the car. Short-term rental for one or two trips is not yet possible, Sobyanin noted.

 From the same day, 88 multifunctional centers of public services “My Documents”, which are located in “the most densely populated areas with good transport accessibility,” will work in Moscow, Sobyanin added. 150 services that cannot be made electronically available will be available in them. To visit the MFC, you must first register on the city hall website.

At the same time, Sobyanin announced new restrictions in connection with the virus: for example, from May 25, citizens will have to wear masks and gloves at railway stations and platforms. Another measure concerns access control. According to Sobyanin, from May 27, only metropolitan digital passes will be valid for moving around Moscow, residents of other regions can already issue them. Currently, in the city you can use passes issued not only in the capital, but also in the suburbs, the pass systems of Moscow and the region are connected.

 In addition, Sobyanin said that while it is necessary to maintain the maximum share of employees who work remotely, it is still too early for everyone to return to offices, he said.

Since March 30, due to the coronavirus pandemic, a holiday regime has been in effect in Russia. Work was suspended by non-grocery stores, cafes, restaurants, museums, hairdressers, fitness centers and a number of other enterprises. Since May 12, in accordance with the instructions of President Vladimir Putin, the local authorities have decided to remove restrictions on the operation of certain enterprises in the region. From this day in Moscow they allowed the work of industrial and construction enterprises. The city is not yet ready for the opening of beauty salons and hairdressers, Sobyanin pointed out.

According to the operational headquarters, over the past day in the capital 2913 new cases of coronavirus were detected, the total number of cases was 155.2 thousand. On May 20, the capital authorities reported 2699 new cases of COVID-19 infection in the city. According to Sobyanin, on this day, the indicator fell to the level of a month ago, however, these data can be looked at "both from a positive point of view and as alarming numbers." In this regard, he noted that it is necessary to plan further steps carefully so as not to lead to a new increase in the number of infected people.
