News24xx.com -  The Moscow police suffered losses after more than five million charred tickets could not be expected, due to technical damage to the computer that made misplaced names and addresses of the drivers.

The scorched ticket billions of millions of rubles appeared to be an unwanted result of the new steps taken in Russia, which now places all traffic police in the country under a new system.

At first, it was intended to make it easier to record every traffic violation: the officers just sent a ticket to the offender. But, the new rules face obstacles.

"This system is going well,  but there are problems with the transition period," Mikhail Chernikov, head of the Russian Traffic Safety Service, told the Kommersant newspaper.

"The problem is, among others, a house or apartment, which is incomplete, or an unregistered family name," Chernikov explained. 

He does not provide specific numbers regarding the number of people whose records are wrong.

The Kommersant newspaper estimates that the pile of penalties that have been forced to bleed is around 15% of traffic violations in the capital in 2016 and 2017.

The problem is that it doesn't happen in Moscow alone, but that's where the percentage is high - a quarter to a third - traffic violations are recorded in the country. 

This is due to the large number of surveillance cameras placed in the area.
