In January, the Japanese Prime Minister raised the theme of the Kuril Islands and the peace treaty with Russia several times. Thus, at the grave of his father, he vowed to put an end to negotiations with Moscow on the Kuriles, and also said that this year would be the culmination of the issue of concluding a peace agreement.

The Russian side drew attention to the statements by the Japanese leadership about the need to "gain an understanding" of the inhabitants of the southern Kuriles on the issue of the "transfer of the territorial affiliation of the islands to Japan." The Japanese ambassador in Moscow pointed out the rude nature of such statements.

The peace treaty between Russia and Japan has not been signed for more than 70 years. The condition of it’s conclusion Tokyo calls the return of the islands Iturup, Kunashir, Shikotan and Habomai; According to Vladimir Putin, Japan is ready to discuss the conclusion of a peace treaty and based on the Moscow Declaration of 1956, according to which only Shikotan and Habomai should go under the control of Tokyo.

Moscow believes that the southern Kuriles became part of the USSR following the Second World War, and sovereignty over them is beyond doubt.
