About THR for honorary employees, this is the explanation by Finance Minister, Sri Mulyani

News24xx.com - Regarding the provision of holiday allowance (THR) for honorary employees, Minister of Finance Sri Mulyani directly provides an explanation. This is because the president's decision some time ago there was no mention of THR for honorary employees.

Central Employee (Ministry / Institution):

1) Honorary employees of central agencies such as secretaries, security guards, drivers, janitors, and pramubhakti (office boy or cleaning service) are given an additional monthly fee of THR. The honorarium is more accurately described as a contract employee.

2) The budget for THR of contract workers at the Central Government Work Unit is allocated to the DIPA of each office on the Expenditures on Officially Operated Offices, not the Employee Expenditures, in accordance with Ministerial Decree No. 49 of 2017 on Standard Input Costs in the preparation of the 2018 budget, and set forth in the contract the work specified in the Decree of the Authorized Officer (Head of the Working Unit).

The allocation of funds for the contract employee for the payment of THR for June 2018 amounted to IDR 440.38 billion.

3) In order to regulate THR, the letter of the Director General of Treasury No. S-4452 / PB / 2018 dated May 24, 2018 has been issued.

4) Currently, Central Government working unit has begun processing the payment of THR for the honorary employees in accordance with the provisions, so that the expectant recipient also receives THR before Eid Al-Fitr.

5) Thus, all non-civil servant employees in Central Government are given THR, with the following classification:

- for Non-Civil Servants who are appointed by Civil Service Officials such as a Ministerial Decree shall be granted THR in accordance with the provisions of Government Regulation No. 19 Year 2018 and PMK No. 53 Year 2018. Including PTT doctors, PTT midwives and extension workers.

- for non-civil servant employees or contract employees appointed by the Head of working unit such as driver, security guard, pramubhakti, secretary and others, are granted THR according to allocation to DIPA, contract and SK, based on PMK 49 of 2017 and payment by PMK 190 Tahun 2012 .

 

The letter of the Director General of Treasury No. S-4452 / PB / 2018 dated May 24, 2018

(1) THR for Non-Civil Servants in the Region, pursuant to the Minister of Home Affairs Regulation No.33 / 2017 concerning General Guidelines for Formulating APBD FY 2018 a.l is governed:

(a) Budgeting for PNSD's basic salary and allowances is adjusted by legislation, as well as taking into account the plan to increase the basic salary and benefits and the payment of the 13th and 14th salaries.

(b) Regarding the provision of THR to PNSD and Non-PNSD is restricted and based solely on the consideration that the existence of PNSD and Non-PNSD actually has a real role and contribution to the effectiveness of the implementation of activities.

(2) Based on the information from the Ministry of Home Affairs, the regions do not allocate THR or the 13th salary for Non PNSD, as the fee for non-PNSD personnel is basically attached to each activity.

Thus, if the activities are carried out in 12 months, then the honor is given as much as 12 months.

(3) For local honorarium employees may be granted THR in line with prevailing policies and regulations as far as local financial capacity is adequate to provide THR.

(4) For Cleaning Service (CS) and driver, if CS and driver are outsourced employees of hiring company, the company where CS and driver are registered also have obligation to provide THR.
